After Sector E-11 residents voiced concerns over accessibility to the new D-12/E-11 road, the Capital Development Authority (CDA) has referred the matter to the concerned consultant to explore the feasibility of constructing an underpass. The move comes in response to complaints from residents who highlighted the inconvenience of an additional one-kilometer drive to reach the roundabout for accessing the new road and Khyaban-i-Iqbal.
CDA Hires Consultant for Sector E-11 Residents
A recent visit by CDA Director General Engineering Habibullah Sheikh and Deputy Director General Planning Zafar Iqbal, along with other officers, revealed the residents’ reservations. The CDA officials subsequently engaged a private consultant responsible for designing the road to investigate the potential for constructing an underpass. The planning wing of the CDA has contended that major roads, akin to 7th, 8th, and 9th Avenue, could accommodate underpasses.
An officer from the CDA stated, “We have asked the consultant to look into this issue. I hope he will finalize his report in a week.”
Residents had earlier filed a petition before the Islamabad High Court, leading to a directive in October for the CDA to address the issue through on-site discussions with the petitioners. The court emphasized the authority’s power to rectify planning mistakes without financial or administrative repercussions.
The residents argue that while they have no qualms with the entry to the E-11 sector, the design of the road impedes their exit to Khyaban-i-Iqbal, Margalla Road, and 11th Avenue, requiring an additional one-kilometer drive.
The CDA official clarified, “…currently we have no member engineering and planning as well, both seats are lying vacant, that was the reason behind the late visit to E-11. Since the court had directed for a visit, we ultimately directed the DG engineering and the DDG planning to visit the sector and hear grievances of residents/petitioners.”
E-11 Underpass Project
The 5.5km road project, valued at Rs4 billion, commenced in December 2022 and was initially slated for completion by June 20, with subsequent extensions to August 15 and October 30. However, the contractor, National Logistics Cell (NLC), has requested an extension until December 30, which is pending approval from the CDA chairman.
The road project, linking Sector D-12 to Khayaban-i-Iqbal in E-11, includes the construction of a flyover and an interchange at E-11. The CDA awaits the consultant’s recommendations to address the concerns raised by the residents and to ensure a smooth transition for the completion of the project.
