In a significant move aimed at fostering urban development and accommodating the burgeoning needs of Islamabad’s commercial landscape, the Capital Development Authority (CDA) has greenlit amendments to the Islamabad Capital Territory ICT Building Control Regulations 2020. The decision was made during a recent board meeting, marking a pivotal moment in the city’s architectural trajectory.

One of the key revisions entails the augmentation of the floor area ratio (FAR) for commercial plots within the esteemed Blue Area. Under the amended regulations, commercial plots spanning up to 4,999 square yards will witness an increase in FAR from 1:9 to 1:10. Furthermore, for plots exceeding 5,000 square yards, the FAR has been elevated from 1:10 to 1:12, ushering in new prospects for commercial development within the capital’s premier business district.

To incentivize investment in hospitality infrastructure, the board meeting also sanctioned an escalation in the business center and commercial area allocation for hotel plots, doubling it from 5 to 10 percent. Moreover, the meeting bestowed permission for the construction of service apartments, catering to the evolving preferences of modern travelers and enhancing the city’s hospitality offerings.

Embracing a pro-business stance, the CDA extended a lifeline to investors by extending the payment tenure for successful bidders of commercial plots. Instead of the previous four installments within the first year, investors will now have the flexibility of eight installments spread over two years, alleviating financial strain and bolstering investor confidence.

Additionally, the amendments entail a revision in the FAR for industrial plots, elevating it from 1:6 to 2:5, thus facilitating industrial expansion and bolstering economic activities within the capital.


With these groundbreaking amendments and initiatives, the CDA aims to catalyze sustainable urban growth, foster economic prosperity, and elevate Islamabad’s stature as a dynamic and investor-friendly metropolis on the global stage.
