The Chairman of the Capital Development Authority (CDA), Chaudhary Muhammad Ali Randhawa, has given principal approval for the adoption of the Efficiency and Discipline Rules 2020 within the authority. This decision, aimed at ensuring transparent and effective internal accountability, was made during a recent meeting at the CDA Headquarters.

Efficiency and Discipline Rules

The meeting focused on the performance review of the Administration Wing, including the Human Resource Development, Discipline Directorate, and other formations. Chairman Randhawa emphasized the implementation of a strict punishment and reward system to enhance service delivery and employee performance.

He highlighted that the E&D Rules 2020 would expedite inquiries and disciplinary proceedings by introducing fixed timelines and holding inquiry officers accountable for delays.

The Discipline Directorate reported significant progress, finalizing nearly 60 inquiries and initiating 55 new ones over the past four to five months. Over the past three years, 998 inquiries have been concluded, resulting in major penalties for 103 officers and officials, including dismissals, compulsory retirements, and demotions. Additionally, 631 personnel received minor penalties for inefficiency and misconduct.

The meeting also revealed that approximately 45 cases of fraudulent plot allotments have been referred to the Federal Investigation Agency (FIA) for detailed investigation and potential criminal proceedings. This move underscores the CDA’s commitment to maintaining integrity and accountability within its operations.
